生产方面:桶装水经营企业应具备工商局核发的营业执照、质监局核发的生产许可证及卫生局核发的卫生许可证,且按国家有关标准建立完备的质量保证体系。而目前大多桶装水经营企业证照不全,其中包括一些是打“游击”的“三无”黑厂。生产纯净水不许有反渗透工艺、洁净的灌装车间、自动灌装设备、检验室等,投资是不小的。在利益的驱使下,一些条件不够的厂家甚至是小作坊都加入到生产队伍中。加上设备老化、维修不及时,检测手段相当缺乏,致使微生物超标、净化不全的纯净水流入市场,甚至通过手工灌装自来水,制造假冒伪劣纯净水;
